About Troop 16BSA Troop 16 of Livingston, New Jersey USA was chartered in 1943. On October 2000, the troop celebrated 50 years of providing Boy Scouts an opportunity to learn and grow as young men. Troop 16 is a member of the Orange Mountains District and the Northern New Jersey Council.The troop is chartered by Saint Philomena's Roman Catholic Church in Livingston, NJ. The troop meets every Wednesday at 7:30 pm at St. Philomena St. Joseph's Hall. The Troop meets from 7:30 -9:00 pm.
